IMPLEMENTASI KEBIJAKAN PENGURANGAN RISIKO BENCANA DI DAERAH (STUDI IMPLEMENTASI KEBIJAKAN PENGURANGAN RISIKO BENCANA DI KABUPATEN MALANG)
Abstract
The implementation of Disaster Risk Reduction (Pengurangan Risiko Bencana, PRB) policy in the country in this contest is an effort to discover the effectivity of the PRB policy as carried out by the Regional Government and the problems as well as the obstacles encountered in the application of the said policy. This study, utilizing the policy implementation theories of Van Mater and Van Horn, was expected to be able to identify the weakness of the policy and recommend solution to them. The PRB policy is a continuation to the shift of disaster mitigation paradigm which used to be focused only in emergency handling; now, through UU (Act) No. 24/2007 regarding Disaster Mitigation which has since then changed to become the PRB policy, the shift as brought radical changes in perspectives concerning disaster mitigation. Previously, disaster mitigation is an act solely limited to emergency situations; it is now and henceforth viewed as an act which focuses in the risk reduction management. Malang Regency is one of the few Regional Governments to implement this PRB policy paradigm.
